TY for your help. Had no idea what this thing was. The plant is growing here in Alabama. Leaves on plant are green and then this hard waxy bloom is appearing.
They do look like strange flowers don't they, but they're fungus infected leaves. There's a video about camellia leaf gall from Clemson here that may be of interest:
