I have a mallow shrub that has massive spore damage on the leaves. I've tried stripping the leaves, but the spores come back. I do not overwater. What else can I do?

I'm guessing this is rust disease, does it look like these pictures?:

If so, a Google search for "hollyhock rust" will bring up pages with suggestions for control - if you wish to use fungicides what is available to you can vary depending on where you live. Here is one example:
