Why are my petunias setting seed pods so early in the year. It is only April and they are already setting seed and the under leaves are turning brown, but they are still blooming. They are in the original hanging baskets they came in. They dry out pretty quickly so I water them daily but haven't added any fertilizer since purchasing so I fertilizerd them today, I figure the lack of fertilizer is probably the cause of brown leaves but why the seed pods?

The brown leaves and seeds are probably both caused by the same thing:
a lack of water and warm roots. Your petunias think its fall already.
Petunias are perennials, that's why they continue to bloom. Pluck the seed pods off - they are stealing energy from your plants.

Lift the entire root mass out of one of the baskets and check the roots. If it doesn't lift in a block, then just poke you finger in between the plants. You may discover that all you have are roots and very little soil. Or you will discover that there is plenty of soil but its dry, even though you just watered.

After that you can make some decisions on your next move (repotting or soaking the pot in a bucket of water).

Never fertilize a distressed plant.

As each bloom is pollinated, seeds form. This can last as long as blooming continues.
