Can anyone help me with this... have been told is possibly a herb and has quite a strong fragrance (quite a peppery smell) but have no idea what it is....

It might be a yarrow (Achillea) or a chamomile (Anthemis) Do you have a picture of the flowers?

I had to look up Epazote, even though I live in a neighborhood where it is popular. Those leaves don't look quite right to me, and it says it smells like gasoline. No accounting for taste.

Looks similar to a Pelargonium citrosum - commonly called the citronella plant, mosquito plant geranium, and citrosa geranium.

It looks like Russian Sage (Perovskia atriplicifolia)
