Nope, not dead yet. Looks like maybe this one was pruned a little late in the season last fall and the new growth may have been nipped by frost? Either that or if you are in the Southeast, and it hasn't had enough water this spring, it could look like that, too.

However, we don't know where you are so it's a bit futile to speculate what may have happened there. Please fill in your profile with your location so we'll know a little more about your climate conditions.

If it's just warming up where you are, a little bit of fertilizer and some extra water if it doesn't rain will have that bush putting out new, healthy green growth, I would think.
