It's the nymph (juvenile) of a four-lined plant bug and it's what is making those brown spots on the leaves of the plant (Nepeta?). I either squish them by hand (they're usually near the top of the plant) or carry a squirt bottle of insecticidal soap. There's some more info here:

Okay I have a pest I'm not familiar with. It has completely devastated my MILs Knockout Roses. It's like every bit of the chlorophyll and moisture has been sucked from all the leaves. There is no evidence of insect infestation, just a black granular residue that you need a magnifier to see.

The culprit is likely the larva that is in your middle picture, it looks like a rose sawfly. Look at the leaf above and to the right of the leaf on the lower left hand side. For info see:

Thank You! I looked up a better image and believe you are correct. A friend asked if I looked on the ground for larvae, and I did not, but did espy 1 or 2 small <1/8" slugs on the underside of the leaves. Smiling
