Plant ID forum: Please help me identify this plant

My mum got these from my aunt and she got them from someone and that someone said they'r going to be beautiful. I have no idea if they are annual or perennial. I have no idea if they grow to have flowers or not. I would love your help to know the name of this plant. Thank You!
