I have little bugs on my rhododendron on the leaves that looks little spiders with wings can you please advise what it might be and how to solve the problem

We need a better picture, as your pests are just fuzzy dots. If they have wings, they're probably aphids. Just hose them off the plant with water. Adding a little dish soap to the water will help. However, if they are building webs under the leaves, you may have spider mites. Spider mites love hot, dry conditions, so spraying with water will help, but you'll need to apply insecticide a few times over the course of two weeks to kill them.

Aphids would be my guess, as well. When you hose them off, don't forget the undersides of the leaves. A few times of that and they'll be mostly gone.
