I thought it might be wormwood, but I'm not sure at all.

Perhaps show us the whole plant where it's growing, and then the steadily more detailed images.

I don't see anything that says it's NOT Wormwood, but it could also simply be a Mugwort (Mugwort (Artemisia vulgaris) ).
