I have a large plant about 3.5' tall with large light green leaves and no flowers as of yet I have been told it is a Holly hock but never seen a Holly hock with leaves this tall.

Looks typical to me.
Maybe you are used to stunted container-grown plants purchased at the big box store?

I saw a couple yesterday that were about 10 ft. tall.

Some Hollyhock (Alcea rosea) do get very large leaves.
