Plant ID forum: Do know the plant or the bug

Hi guys I'm new to the forum and to gardening. I have a plant in my yard I'm not sure what species of plant. However there looks like a bug infestation and I'm not sure how to handle it. Does anyone have suggestions. (Pic attached)

Some info. I'm in a south western Ontario (Canada) its late may.

It looks like aphids. Washing them off with soapy water is an option but you will have to repeat it every day. My longer term fix is rubbing alcohol (mixed 1 part alcohol and 3 parts water) used in a sprayer. Spray when the plant is in the shade (or at dusk) and rinse the plant well after spraying. Watch for re-infestations.
