The deformation happens when the different tissues don't grow at the correct rate. The inside of the bud stops growing for some reason. I have seen this due to frost or high temps. I have also seen this from herbicide and insect damage. Also noticed this where the bud begins to decay for no known reason from the inside out.

Sorry this was not very helpful. Do you see much fasciation? This is another phenomenon that happens without a good explanation.

Others may have other thoughts on what causes it. Wonder if it is a sign of a nutrient deficiency like blossom end rot on tomatoes?

possible frost i guess, we had a late one which was quite sharp and the effected plants were advanced.

no fasciation.

I have a few buds deformed too. All caused by the frost I'm betting
