Growing in a neglected garden in the Minneapolis, MN area. I'm not sure if it is a perennial or a weed. Anyone know?

That was my first thought, but the leaves are alternate rather than opposite. There is a reddish cast to the stem as well. Also the leaves seem to be a bit smoother than butterfly weed.

Butterfly weed is mostly alternate leaf arrangement, but specimen looks like it belongs to the Asteraceae family to me. (Butterfly weed is in the Asclepiadaceae family.) Think Aster, Goldenrod, Sunflower, etc.
