Hi @Tkhan
Am I correct in thinking that your David Austin is a rose? Those flies look like ordinary house flies to me (although I can't tell their size from your photos) and they would not harm a rose bush. Are you growing the rose indoors or outside? If it is outside, you can spray the bush with soapy water to remove aphids and white flies. If it is indoors, I would use a house-plant insecticide.

If there are aphids my guess is that the white specks are shed aphid skins. I answered the question about the flies when this was posted earlier, they are probably after pollen or nectar and not harmful to the rose.
