Does it seem to be connected to the rose? If so, investigate rose rosette disease.

Gee, I thought it was a unique plant ... never heard of Rose Rosette Disease but it does look like that may be the culprit; looks very similar to this image: http://www.lewisginter.org/ros...

Thank you both. Sadly I think your diagnosis is accurate. Sounds like my new house will be needing some new landscaping as it looks like these plants have been sick for some time.
