My rose tree. Does anyone know what could be causing the leaves to turn yellow then black? And if it can be saved?

It is probably a form of the fungus Black Spot. It helps to dispose of the damaged leaves and avoid wetting the leaves when watering. Unless you treat it preventively with a fungicide about every two weeks, the disease will be present until it gets either too hot cold or dry for it to flourish. Black Spot does not kill roses.
