I see bags of soil at the garden center some say for in ground use others are for raised beds. What is the difference in these soils?

I've seen those bags at the Big Box store. I suspect they are just another gimmick to get you to buy something expensive that you don't need. It is probably close to potting soil. It depends upon how big your raised bed is. If its small, treat it like a big pot and use potting soil. If its huge, have someone deliver a yard or two of "topsoil" and add some compost and whatever you think it might need (most commercial topsoil is very sandy).
