I have no idea what this plant is. At first I thought it was an echancia or black eyed Susan by the texture of the leaves. But with this flower now I'm not sure.

Ok. Is it a weed though. Should it be pulled or is it a nice non invasive plant

Take a look at the Plants Database.

or check out this from the Plants Database
Bellflowers (Campanula)

Personally, I would keep it. (Don't know whether it's considered invasive which, of course, would make a difference.)

I would keep it too. A weed is a plant you don't want so its up to you - Keeper or weed?

Campanula 'Sarastro'. Huge purple bells and not invasive in my garden. Nice long blooming plant. Remove spent blooms and it will repeat.
