Pests and Diseases forum: Plant leaves yellowing with small black dots

Hi, new to the forum/website. This is my first year I am trying my hand at gardening. The vast majority of my plant leaves, including peppers, tomatoes, green beans and peas have yellowed and have tiny black spots on them. I've tried insecticide powder and neem oil without any improvement. I'm at a loss as to wants causing it. Thank You!

Welcome!

I would try tapping an affect plant leaf onto a piece of white paper and see if any thrips come out onto the paper where you can see them clearly. They're tiny elongated insects and often hard to spot on the plant.
