This won't work in every case. But I opened, and did not plant my 2016 purple passion asparagus babies. There was some die-back but enough were growing to permit me to replant last week.

Buying woody plant seed is a pig-inna poke. Even from first line seed houses. IMO too many want to cold store seed in a deep freeze. Some seed can take the storage, some can't.

This years fails are hamamelis viginiana, lindera benzoin, castenea pumila. Although I think I mis-handled this last one.

All-in-all I had a pretty good outcome across the board for wintersown trees, herbs, and medicinals.

I find myself ordering seeds from several places to see who is sending out good seed. I think many companies do keep seed too long in the wrong conditions.
I get best results from seeds from my own garden, or from seed swaps.
Usually they are fresh that way.
I have not done much WS of trees or shrubs. I did Aethioma Iberidium, a small rock garden shrub under lights in basement.
I want to do some Lingonberry, but have not started. It probably would be a good WS candidate.

With woody plant seed be prepared for disappointment. You will have to reread when you have a fail, but as we are both surmising, we may not be the problem.

My next to last WS pot was broken down and the hickory it contained went into individual gallon pots today. A cool and overcast day helped.

All that remains are pawpaw which should be big enough to slip out of their WS pot in a few weeks.

Woody plant seed may be more difficult, but some will germinate under the right conditions.
Research on the data bases such as Dr. Deno or Tom Clothier may help.

Pawpaw went into pots last week. Peach went into pots today. If I had-had pecan to germinate, they too may have been this slow to grow.
