Some of the spines at the bottom of my cactus have a small bit of yellow around the base and I don't know if that's bad. Also, my cactus has three little arms growing from the very bottom but they are taking a very long time to grow. Is any of that normal?

Your cactus is Mammillaria elongata. The spines are turning yellow/brown with age. The little ones will grow with time. Cactus are very slow growers - not the plant to grow if you are an impatient gardener. Smiling
