Tonight, I was watering my garden and saw these tiny little balls on the ground, located in on spot. When I touched the end of the nozzle to them, they popped easily and powder poofed out. I sprayed them with water and they popped and the dust poured out, so I stopped.

Might be puffball mushrooms. Not harmful to the soil or plants.
