I saw this in one of the tour gardens at the Norfolk, VA daylily convention last weekend and the gardener didn't have a name for it.

No, it's some kind of evergreen shrub with "needles" .. maybe 2 to 2.5 feet tall.

I've been googling and wonder if it might be a dwarf hinoki cypress.
