Can't believe you are cutting on them...

I woulda planted them in the garden... Or at least larger pots.

Peppers can be slow to recover from trauma, especially if you strip off the damaged leaves. The plant needed those leaves that you tidied away.

From personal experience, drought and high temps make hotter peppers, just like you'd expect.

All that rain, probably, Jacked, them some.
They like, heat !
Also, to go, a little dry between watering.
Give them, some fertilizer with, Epsom Salt ! If there in ground ! Niteshades, like it.
They'll come, on !!!
