I bought it as an arugula but it does not look like arugula.

No, definitely not arugula. Where did you buy the seeds? I wouldn't use that source any more.

Does it have a scent? It could be a number of things but it does remind me of several types of basil I grow.

It has a scent but it does not smell like bazil.

It reminds me of Pigweed (Amaranthus retroflexus)

I guess it could be that the seeds you planted didn't grow at all but some type of weed grew.
