This Japanese website "Green Market" http://green-ichiba.sakura.ne....
is offering tree ponies at really attractive prices. Lovely potted seedlings. 6-inch pot, one branch is 1200 Yen, and 7-inch pot, two-branch is 1680 Yen. It is just a matter of 10~15 US dollars. Many famous varieties to choose from. Not sure what is the required documents to import into the US. I have not bought any plants from abroad? Is it very complicated to conform to the USDA regulations? Are there exemptions for a small number of plants, say just 2 or 3?

No exemptions I know of. It is pretty spendy to bring plants from Europe as that is the only place other than Australia and New Zealand I have purchased from. Plus shipping pots rather than bare roots would be astronomical for freight. You are better off to have them knock off the dirt and then order enough to make it worth the $100+ phyto cert plus freight.
