Looking at the photo without size reference, my thoughts go to Cordyline fruticosa 'Fairchild Red'. The 'Fairchild Red' will have leaves about 5-6" long and about 1/4" wide slow grower staying nice and compact.

I was thinking cordyline of some sort as well, but hard to tell from the pic without seeing the base of the plant or any part of the stem.
