Can someone id what little white rice shaped pods these are/ what is leaving the wilted white spots with black bits?

I agree, probably leaf miners. Usually by the time you notice the leaf damage, the bug is already long gone. But spraying with very mild soapy water then rinsing off will probably help if there are more lurking.

1/2tsp. dish soap to a quart spray bottle. Stronger is not better. Be sure to spray both tops and bottoms of the leaves, and then rinse them off after a few minutes.
