We just moved to a new house and there are two shrubs that look dead to me with weeds growing through them. Can someone tell me what they are and what if anything I should do to them.

Hi! I don't know what the shrubs are, but it looks like a big mess of weeds. I suggest you cut the shrubs back to the ground, removing all the dead material and weeds. If you dig out the weeds, be careful not to hit your utility line - is it gas or electric? - that I see in your pic. Then wait a few weeks to see if the shrubs sprout new growth.

Is there a pot under there I think I see evidence of a pot.

Looks dead. May be a good excuse to buy something new. Thumbs up

I agree that you should use caution when digging. Since this property is new to you, it is important to call 811, that is the free service that will send someone out to your property to mark any underground utilities. I did that before I started working in the front yard of my DD's house. Turns out that the cable for cable television is about a shovel's depth under the ground; would have been easy to damage that if I had not called first. Rolling on the floor laughing

Our neighbor started digging holes to plant posts to build a carport and, wow!, he hit the natural gas line. Oops. The fire department arrived and evacuated the neighborhood. Yikes! Better be safe than sorry.

My daughter's neighbor did call 811. The gas co. came out and marked where the pipe was with sray paint and said its 3 feet down. Turned out they missed by 3 feet and it was 1 foot down. Oops! Rolling on the floor laughing

But, since you called 811 and it was their error, you would not have had to pay a fine if something bad happened. You did the right thing. Guess it's a good idea to have someone take a video as the guy is doing the marking so we have proof.
