Several different types of plants in my garden are producing leaves and blooms that are much smaller and seem almost spider like. My Clematis, hibiscus, and Hydrangea plants are all experiencing this problem.

As all your plants are affected, I have two thoughts:

Herbicide drift

Or some kind of sucky bugs that you aren't seeing like thrips, aphids or spider mites
Life is not a journey to the grave with the intention of arriving safely in a pretty and well preserved body, but rather to skid in broadside, thoroughly used up, totally worn out, and proclaiming...."WOW What a Ride!!" -Mark Frost
