my grape vines are loaded small green, undeveloped grapes. Should I cut some of the foliage to allow more sun light to them for maturity?

No, then they will sunburn. Its the heat that ripens grapes.

You didnt mention type of grape.
Depending on type, say lady finger, or thompson, for larger grapes, prune bottom third of grape cluster off.
