Looks like a Japanese beetle.
Where are you? 7b doesn't tell us much.... I was looking at your tree thread, and, not enough information.

Can you get a better picture, where it is not in the shade and showing the whole beetle? It doesn't look like a Japanese beetle (no white dots around the outside) and the body shape looks wrong for rose chafer and the weevil type rose pests. I think you are in the NE?

Japanese beetle has white markings around its outside as in this picture, I don't see that on the ID beetle which is why I asked for a better picture. A better picture would also show the green colour, if it is a Japanese beetle. You'll need to look at the full size to see the white marks probably.

Japanese Beetle aka Spawn of Satan that's for sure. I pick them off the plants and drop them into soapy water. You need to keep a check on them over day. If they overtake me, I spray with a pesticide (last resort).

You know, I never noticed that, until you mentioned it... And... I checked google, and... Sure enough...

The rest of us are going by the way beetle holds his legs... Pretty specific to these dudes...

Actually, a bucket with an inch of soapy water, probably would be safer around the rose... Works just as well.
Knock bug into soapy water... Bug drowns.
Then have funeral... Play taps. Get out bagpipes, sing danny boy.

In theory both would take care of it, but...

In practice, maybe not. If it rains a lot in your area or if your particular beetles are demon possessed, mentally ill, and/or stupid it may not. I've seen one land IN my freshly-sprayed neem/soap/garlic mix and start munching away at my roses.

You probably would have noticed if there had been green on it, it has a metallic appearance (which also didn't show in the picture if it was there). The white marks on Japanese beetles are tufts of hairs. There are a lot of related beetles (Scarab beetles) that carry their legs backwards in a similar way, see these Google images:

Here's another picture of Japanese beetles that I took a while ago, just in case it comes back so you can compare, this time on a rose (the previous one was on Hibiscus and that picture shows it's features better than this one). They're definitely not something you want around but hopefully your beetle was something similar just passing through.

I live in NY also and I wouldn't be too worried. This year has been the year of the beetles and jumping spiders. I've seen more different varieties of each this year than in my whole life!

The beetles love to hang out in my larger flowers (daylilies for me). They may do a bit of damage

but honestly it doesn't seem to be much. That was the only one I've ever seen munching.

I haven't seen any Japanese Beetles this year either but that's most likely because the skunks are digging up all the grubs (along with my plants).

Here's another one I found today hanging out. It had an iridescent blue green butt.
