Plant ID forum: Hyssop, or something else? No idea!

A relative identified this as some kind of hyssop, but I'm not so sure. This plant has never bloomed, and has always stayed low, no more than 6-8" tall. It gets full sun. The other things around it (peonies, iris) are much taller so I wonder if it is meant to be taller, why plant something short in the midst of tall things? Or is it just a patch of weeds?

If it *is* hyssop, I am wondering why I haven't seen any flowers. Thanks for any help.

My garden was planted by the former owners, and then went wild / untended while the property was unoccupied for a couple seasons. So there are many mysteries.

It makes me think of mint. Are the stems square? Do the leaves have a scent if crushed?

Just a bump to see if anyone else can ID this mystery? It has round stems and doesn't smell like anything so it's not any herb that I know.

This one is quite a mystery. I am thinking of just digging it up. It's in prime garden space and something taller should be there!

Great idea! I'll do that whenever I get around to taking it out. Probably won't take it out until I have something else to replace it with, so... who knows! :-)
