It is a topiary, in regard to style. I do not know the exact plant being used, but someone probably will.

I agree, the form is topiary.
Many topiaries are made using the Eugenia myrtifolium plant, although other plants will work also. To buy a topiary ready-made will cost over $100 in most places. If you want to know the exact name of the plant you could enter the restaurant and inquire. If they put you in contact with the landscape designer they can give you more details of this exact plant and possibly tell you where it can be purchased locally.
