The older leaves looke like Crape Myrtle, but the new growth has me puzzled.

I agree. The new leaves look similar to new ones on one of my Crape Myrtles:

Your shrub has an unusual shape, though. Either it's a dwarf form, or someone hacked off a larger Crape Myrtle at the base and it's sending out new growth.
