At a garden tour someone asked if I might know some mystery plants that kept surging over from her neighbor's yard. I was stumped :/

This had no bloom and had a pleasant (to me) aroma. It reminded me of when I'd smelled Sweet Annie, but it definitely does not match online photos of it. Maybe another artemisia?

Mugwort.

It's tricky because there are a few species called that, but it looks generally right. Thank you!
