Reminds me of 'Philadelphus' or as most just call it mock-orange. Nice citrus flower fragrance from its flowers.

Ok, thanks. Would Philadelphus be able to survive very low winter temperatures down to sometimes -25C/-13f?

-25C=-13F or USDA zone 5b. Most Philadelphus should do ok in your zone with some even hardy to zone 4. They are certainly worth looking for and adding to your garden.

ps. Philadelphus 'Belle Etoile' is an exceptional cultivar that I recommend.
