I am trying to grow hearbs from seeds using the plugs that swell up once watered. when is the best time to move them to small planter (height of new plant).

How big are the plants? Maybe some photos?

I am sure you could take the plug and replant the entire thing into a larger pot anytime after the seedlings come up. Your not going to disturb the plants root ball.

I grow herbs of all different kinds, and depending on the kind of herb you have, most of them transplant fairly well after they have 2 sets of leaves on them. Plugs are convenient because you won't have to pull the roots out to plant them somewhere else. I would say pot them up whenever you're ready! If you tell me the specific herb, I can give you the best advice for it.
Except Lemon Balm. We're in a fight right now.
