Knowledge welcome! Perennial bush- non-woody stems- about 3.5feet high, 2 feet wide. Soft green colour with rare seed pod (in photo) from green to silver/brown and a little hairy.

NO flowers yet (Aug 12), no smell, leaves as shown. Full sunlight to partial shade.

My guesses, above, all show flowering plants so I am still guessing. Its a professionally done garden about 10 yrs old and we bought last year so this is a stumper!

Baptisia herhaps?

Seed pod and leaves looks like Babtisia
Prudence, indeed, will dictate that Governments long established should not be changed for light and transient causes; and accordingly all experience hath shewn, that mankind are more disposed to suffer, while evils are sufferable, than to right themselves by abolishing the forms to which they are accustomed.
