I planted Ginger lily bulbs 8 years ago into pots and they have grown into health looking plants but they have yet to make flowers. I live in Canada so the plants are indoor 7 months and then outdoors during the Summer. What do I do to make them bloom?

|The conditions my ginger grows in are Z4b, when outside east facing part sun. They bloom late in the season for me, late aug to mid September. Aft a freeze, they go into a cool basement with just a minimal amount of water per month. I'm thinking this year the blooming may be iffy because we have had a very cool summer.
Occasionally fertilize with a bloom booster.
