I recently put mulch over my flower beds. Im wondering if I need to clear mulch so many inches away from flower base or if the pups will spring up through the mulch.

You should not bury the stems of your plants in mulch. It causes rot.
Just had a new thought.... Do you mean stems that come up through the mulch? They would be okay as those stems would consider the mulch level their soil level.

Mulch is not great around perennials due to fungal diseases and slugs etc. If you mean compost, that is different. Compost is microbial active and tends to controls fungal and bad microbes.

We used grass clippings. It's not very thick maybe an inch or so.
By pups I'm meaning the new flower/plant that grows up right next to the original plant.

An inch of any kind of mulch would not prevent Canna pups from rising. They are VERY tough & strong plants.
