Sorry for analogy but it reminded me caviar but much smaller. This pic was taken in the am. Later in the day, When I went back to snip the infested foliage for closer inspection, I couldn't find it.

Ive been spraying neem every 2-3 weeks, so I dont know if it could be dead....something.

It looks more like some kind of eggs to me too. Not a good sign. From the looks of the leaves that I can see in the photo, it looks like you may have more than one problem causing damage.

I do seem to have more than 1 problem. Spraying Neem has helped quite a bit, lots of new undamaged foliage
