I've been asked to try to find out what is causing the white blotches on this plant. The photo was taken in Northern Minnesota. Is it a fungus or something else? Any information will be greatly appreciated.

It's caused by a leafminer. Since the plant is poison ivy presumably it is the larvae of the poison ivy leafminer moth:
