4 out of my 5 roses look like this. All foliage.

From the photos, It looks like the main rose plant has died, and the thin branches are from the root stock that the desired rose was grafted on to.

Yes, if it is indeed shoots from the root stock, your plant will not bloom like the one you bought originally.
You don't know if it will grow until you try!

The rootstock rose is probably Dr. Huey, which only blooms once a year in late spring. It does look very much like Dr. Huey in growth habit and foliage.
