If you tear off a leaf, is there white sap inside? If so, the sap is latex & the plant is some kind of Euphorbia.

Will do. It seems unlikely that it's senna because I'm Zone 9b Fresno ca. Not sure how this would even begin growing

The USDA maps show that 8 species of Senna grow in California, some native and others introduced.
Birds help spread the seeds around.
