|My outdoor hibiscus keeps doubling in size each year. Can I cut the root in half and replant it? When is the best time to do so?|

Are you trying to create two plants? Then No. Are you trying to control size? Why not just prune the top. Is it in a container? Then yes, but in conjunction with top pruning.
The best time is early next spring.
