My outdoor hibiscus keeps doubling in size each year. Can I cut the root in half and replant it? When is the best time to do so?

Are you trying to create two plants? Then No. Are you trying to control size? Why not just prune the top. Is it in a container? Then yes, but in conjunction with top pruning.

The best time is early next spring.
