Planted two strawberry trees almost 2 years ago now. One of them is doing well the other one seems to have not grown very much with limited amount of leafs.

It was planted on top of an old root structure deep in the ground could this be the reason causing it to not do? Should I replant the tree in another spot

Yes ! Several reasons. Your talking about an old tree stump, right ?
1. Roting wood depleates nitrigion. 2. Stump could of been treated with poison. 3. Stump could be full of termites. Sounds like ! Relocate to me.
But wait till cool fall temps set in.
