Spotted at the library, unknown to me...anyone know? Blooms are 'furry'....

It looks like Coyote Brush (Baccharis pilularis), a California native.

Hey ! Thank You !..I think you're right...and it's very interesting because for years I would see this or that and wonder if it was baccharis...lol..having spent 30-some years 10 miles from Las Pilitas Native Plant Nursery, you would think that I would have just gone and checked it out...lol..

I really like the look of this shrub in its present form before the bloom has fluffed out, don't know if I would like it as much later, will keep an eye on it since I'm usually in the library every other day...also there's mention of allergy possibilities with the bloom and husband has asthma...hmmm..
