Hi Josh. Welcome! to the Roses Forum.

I only know Mexican Red Bud trees from pictures, but unless it is a very large, sturdy tree, I would not recommend it for rambling roses like Paul's Himalayan Musk, because ramblers (of which PHM is known to be a big cultivar) tend to grow into monsters and are very heavy when fully grown. Also the poor Red Bud would be difficult to enjoy under all the rose foliage.

You don't know if it will grow until you try!
