Just realised some of my young nerium oleanders have brown tips. Is this an early sign of leaf scorch?

Did the plants come from outside of Malta? According to this Maltese government agriculture site, the disease is present in Italy and Corsica and therefore "of concern" to Malta which seems to imply it isn't known to be present.

The symptoms of oleander leaf scorch (caused by the bacterium Xylella fastidiosa) are similar to drought stress and/or too much fertilizer. If you don't think it could be either of those, or you're not sure, then you might want to contact an office of your agriculture authorities.
